Add some test skip conditions

* test/lisp/vc/vc-bzr-tests.el (vc-bzr-test-bug9726)
(vc-bzr-test-bug9781): Skip if bzr is faulty.
* test/src/thread-tests.el: Skip if not compiled with threads.
