pandas (2.2.3+dfsg-7) unstable; urgency=medium

  * Re-add some but not all build-deps, stop ignoring most tests
    and documentation fails (but still ignore #1094417).
  * Temporarily move matplotlib to Build-Depends-Indep.
  * Tests: remove no longer needed xfails.
