Fix build problems on hurd-i386

thread_test() must end with pthread_exit(NULL), not return NULL.

This patch allows Open MPI to build on Debian GNU/HURD.
Also, the memory:linux MCA component is disabled, since its use of POSIX API
in malloc hooks called very early at startup causes troubles.

The orted-mpir library was split to avoid global CFLAGS, which might
optimize out MPIR functionality. The library has been made a `noinst`
libtool convenience library to prevent its installation or appearance as
a dependency of other libraries.
