tools: xencommons: revert accidental hunk in 24905:2b5cf6bde62d

24905:2b5cf6bde62d accidentally contained a change to
tools/hotplug/Linux/init.d/xencommons.  That change is probably OK but
should not be in 24905 so remove it.
