Fix infinite recursion in gdb-mi.el

* lisp/progmodes/gdb-mi.el: (gdb-clear-partial-output)
(gdb-clear-inferior-io):  Set inhibit-read-only, to avoid
signaling errors in process filter.  (Bug#69327)
