Run debian-startup and set debian-emacs-flavor

Emacs runs debian-startup and sets debian-emacs-flavor.

* Emacs runs debian-startup during the startup process unless
  site-run-file is false.

* The global variable debian-emacs-flavor is bound to 'emacs.
