Pass unquoted filename to user-supplied MUSTMATCH predicate

* lisp/minibuffer.el (read-file-name-default): Pass REQUIRE-MATCH
argument through substitute-in-file-name.
* lisp/minibuffer.el (read-file-name): Update docstring.

Resolves bug#68815.
