Add ocamlplugininfo and ocamlbyteinfo and add myself to uploaders

* Add two tools:
  - ocamlbyteinfo to read content of bytecode binaries
  - ocamlplugininfo to read content of shared object files (.cmxs)
* Add myself to Uploaders
