    Fixed issue with invalid RLE compressed DICOM images.

    Fixed issue when processing an RLE compressed image where the RLE header
    contains an invalid stripe size.

    Thanks to Ding zhengzheng <xiaozheng.ding399@gmail.com> for the report
    and the sample file (PoC).
