Add Completion Preview mode

This adds a new minor mode, 'completion-preview-mode', that displays
in-buffer completion suggestions with an inline "preview" overlay.
(Bug#66948)

* lisp/completion-preview.el: New file.
* doc/emacs/programs.texi (Symbol Completion): Document it.
* etc/NEWS: Announce it.
