Support imenu in emacs-news-mode

* lisp/outline.el (outline-imenu-generic-expression): New variable
broken out from...
(outline-mode): ...here.
* lisp/textmodes/emacs-news-mode.el (emacs-news--mode-common): Use
above new variable to add imenu support.
