Further improve test coverage of time-stamp-pattern parsing

* test/lisp/time-stamp-tests.el (time-stamp-custom-pattern): Use test
strings that are easier to mis-parse, for a more exacting test.

* (fz-make+zone, fz-make-zone): Declare pure.
