debian: libxenstore went from 3.0 to 4

In upstream commit d2cad41def ("tools/libs/store: cleanup libxenstore
interface") a number of functions in this library were removed, which
results in a soname bump.

Follow this change by now shipping libxenstore4 instead of 3.0.
