remove unnecessary -L settings (Closes: #805941)

pcre2-config outputs -L/usr/lib/{arch-triplet} on linux and sets and
Rpath on kfreebsd. Neither of these is necessary, and the differences
you get on different architectures means this wasn't multi-arch
friendly. So remove the relevant code.
