debianization: test: igraph_hrg: freeze

Meant to freeze a test that has been actually not fully tested
by the upstream team. This issue discussed uptream at
https://github.com/igraph/igraph/issues/2482 .
This is a Debian centric patch which must be removed
as soon as the issue is fixed.
