remove man pages from cabal file

remove man pages from cabal file

Since 393275c10521145bcc6b18cfd39db6854ae0831e Setup.hs no longer
installs the man pages. Since the cabal package is only used to install
git-annex with cabal, it doesn't need to include files like these that
are not used when installing with cabal.
