Convert dictionary-mode to define-derived-mode

* lisp/net/dictionary.el (dictionary-instances): Delete.
(dictionary-mode): Use define-derived-mode.
(dictionary--count-mode-buffers): New function.
(dictionary-close): Use above new function.
