Fix treesit-thing-definition

* lisp/treesit.el (treesit-thing-definition): Add LANGUAGE parameter.
(treesit-major-mode-setup): Update treesit-thing-definition.  Don't
enable tree-sitter sexp transpose if sexp isn't defined.
