comp: make comp-run don't require cl-lib at runtime

* lisp/emacs-lisp/comp-run.el (cl-lib): Require it only at compile
time.
(native-compile-async-skip-p): Use 'seq-some'.
(native--compile-async): Don't use 'cl-substitute'.
