tools/libgnttab: Undo incorrect SONAME bump in c/s ee8105cab

Xen 4.11 shipped with a SONAME of 1.1.

For staging (and 4.12 eventually), the SONAME was bumped to 1.2 by c/s
28ca696a3.  Further changes before 4.12 ships should not bump the SONAME.
