Better commutative binary numerical op codegen

* lisp/emacs-lisp/bytecomp.el (byte-compile-variadic-numeric):
Put a constant argument last for better LAP code opportunities.
This applies to commutative binary operations (+ and *).
`min` and `max` are not included being not quite commutative.
