Update usr/include/arch/mips/archfcntl.h from kernel headers:

- Add definitions of O_PATH, O_TMPFILE
- Update value of O_SYNC to include __O_SYNC
- Add definitions of F_{SET,GET}OWN_EX, F_GETOWNER_UIDS,
  F_OFD_{GETLK,SETLK,SETLKW}, F_OWNER_{TID,PID,PGRP}
